In March 2026, the New Zealand Government confirmed that NCEA will be replaced with a new qualification system. If you're a student or parent, here's what you need to know.
Why Is NCEA Being Replaced?
NCEA โ the National Certificate of Educational Achievement โ has been NZ's main school qualification since 2002. The Government has decided it needs to be replaced because it's become "fragmented, difficult to understand, and too easy to game."
What's Replacing It?
The new system replaces three NCEA levels with two new qualifications plus a foundation award:
Year 11 (from 2028): No more NCEA Level 1. Instead, Year 11 students will focus on curriculum-based learning and can earn a "Foundational Award" that certifies their literacy and numeracy skills. There will be no exam leave for Year 11.
Year 12 (from 2029): The "New Zealand Certificate of Education" (NZCE) replaces NCEA Level 2. Students take five subjects and must pass at least four. Grades will be A to E instead of Achieved/Merit/Excellence.
Year 13 (from 2030): The "New Zealand Advanced Certificate of Education" (NZACE) replaces NCEA Level 3. Same structure as Year 12 โ five subjects, pass four, A-E grades.
Who Does This Affect?
The key thing to understand: no student will have to switch systems mid-way through school. If you're currently in Year 9 or above (in 2026), you'll complete your schooling under the current NCEA system. The new system starts with students who are currently in Year 8.
What About University Entrance?
The Government hasn't confirmed how University Entrance requirements will change under the new system. This is still being worked out. For current students, existing UE requirements still apply.
What About Cambridge and IB?
These international qualifications are not affected by the NCEA changes. If your school offers Cambridge or IB, those programmes continue as normal.
What Should You Do?
If you're in Year 10-13 right now: nothing changes for you. Focus on your current NCEA, Cambridge, or IB studies.
If you're in Year 9: you'll likely complete most of your schooling under the current system, but keep an eye on announcements.
If you're in Year 8 or below: the new system will apply to you, but the details are still being finalised.
